Note that some elements of the game are randomized, or change depending on your successes and failures. Your experience may slightly vary from what’s shown in the Carmen Sandiego walkthrough below.
Paper Tiger – The Point of View Caper
We start this one off in Tokyo, Japan. Let’s start with Asakusa Markets.
Chase down the ACME operative with your grappling hook to get a City Lead.
Head to Ueno Park after this, where you’ll find yourself playing a game of Shogi. Here, you’ll be asked to make a move: this move has to be valid according to the rules of Shogi.
If you picked up the right location fact, you will have learned that the kakugyō piece moves diagonally, while the kyōsha piece moves forward.

Therefore, to capture the enemy king, you need to move the kyōsha piece, which is below the king. The kakugyō piece is left of your king and will not diagonally capture the king.
Move the kyōsha piece to complete the challenge successfully.

With a Suspect Clue and City Lead in hand, we can move on to the next and final part of our exploration of Tokyo: the Bullet Train.
We need to steal the VILE rookie’s phone here, but first, let’s explore the bullet train.
Go to the far left and check the poster for a city fact. Then, talk to the train attendant a few seats to the right, to get another city fact.
There’s a few passengers you can talk to here, but they won’t yield any useful info. So instead, talk to the attendant at the far right of this area. You’ll get a City Lead.
Now interact with the VILE operative and steal his phone. You’ll get a Suspect Clue out of this.
Now it’s time to head out of Tokyo. The clues you’ve picked up point to Jaipur, India as the destination, so head there now.
Let’s start our investigations at the Blue City.
Our objective is to access the car’s dashcam, but before that, explore the vicinity to get a location fact. Specifically, look for a board on the wall next to an elephant mural.
You’ll also find another location fact a little up the lane, on a plaque next to a parked scooter.
Now go all the way up the lane and talk to the man next to the souvenir stall (not the mannequin!), where you’ll get a City Lead.
Once you’re down, go down the lane and interact with the car to solve a wiring mini-game. This will net you a Suspect Clue.
Now that you’re done with the Blue City, head to Johari Bazaar.
Here, you’ll have to get some info from a shopkeeper. Send a drone into the stall to distract the shopkeeper, and then pick the lock of the lockbox in the stall.

With the new City Lead in hand, we’re back to choosing a location. Pick the remaining location: Luxury Tourist Train.
This is a pickpocketing section, so follow your target and pickpocket him to get a City Lead.

Your next location is Buenos Aires, Argentina, based on the clues you have. Head there now.
We’ll start our exploration here at Caminito Street.
Before dealing with the forger here, go south and west to find a painter at work. Look at his painting to get a Fact.
For another fact, check the plaque near the trio (and their dog) sitting around a table.
Now back to business – check the painting of the shadowed individual near the forger, which will get you a Suspect Clue.
You can talk to the forger directly, but she won’t have anything useful for you.
So finally, interact with the safe behind the forger’s stall. Crack the safe to get a City Lead.
Next, we move to Avenida de Mayo. You’ll have to pick a specific location with the clue “fleeing from purgatory”. Based on the clue you picked up in Caminito Street, we learned that the Palacio Barolo reflects the cosmology of the Divine Comedy, and therefore, has floors representing hell, purgatory, and heaven.
So pick Palacio Barolo and you’ll get a City Lead.
Finally, head to the Bank Headquarters for some laser-avoiding action. You’ll get a City Lead and after opening the vault door, you’ll get yet another City Lead.
Now that we’re done in Buenos Aires, head to the airport. The final destination is randomized as usual – in our case, it was Barcelona, Spain.
Head to the right location, issue a warrant based on your Suspect Clues, and use the location clue to figure out where the suspect is hiding.
In our case, the clue was the codename “Romanesque”, which pointed to the National Art Museum of Catalonia based on the location’s description.
