Welcome to the Into Indie Games walkthrough for Carmen Sandiego.

Note that some elements of the game are randomized, or change depending on your successes and failures. Your experience may slightly vary from what’s shown in the walkthrough below.
Sky High – The First Class Caper
We start this mission in Tokyo, Japan. We’ll start by going to the Bullet Train.
When you’re asked to choose how to get to the enforcer, choose to chase the enforcer through the aisles. (The bullet train is too fast to run on the rooftops!)
You’ll gain the City Lead that is a banknote for 100 pounds, and a Suspect Clue.
Proceed to the Asakusa Markets.
Here, go right and you’ll find a power box between the tree and the vending machines next to the ramen stall.
Interact with the power box. Interact with it twice to find VILE’s transmitter. Complete the mini-game here to find a new clue: “Meet a–Ol–Kingd—–.
After this, choose to stay in the market and keep looking for clues.
Talk to the ramen stall owner and you’ll get another Suspect Clue.
Next, head to Ueno Park. Here, use the three goggle filters to find successive clues and move through the park.
The order you need to use the filters in are:
Ultraviolet -> Infrared -> Nightvision -> Ultraviolet -> Nightvision -> Ultraviolet -> Ultraviolet

Now that you have all the city clues, it’s time to ship out.
Your city clues mention “where the noble bird stands proud” – a reference to the flag of Egypt; a small cat figurine with a gold amulet – a reference to ancient Egyptian figurines; a banknote for 100 pounds – a reference to Egyptian currency; and finally, a reference to the Old Kingdom of Egyptian civilization.
As you might have guessed, we’re going back to Cairo, Egypt.

Here, we’ll start with the Grand Egyptian Museum.
When you have to catch the VILE thug stealing antiques from the museum, first approach the thug and then drop down on the thug from the rafters.
You’ll get a city lead for the airport name of the third city (it’s randomized), as well as a Suspect Clue.
Next, we’ll go on the River Nile Cruise. This is another pickpocket section, so do the same stuff as in the first pickpocket section you did. We’ll gain another City Clue here.

Finally, head to the Khan El-Khalili Market.
Here, we need to distract the courier. Go to the far left from where you start to find a power box behind a shop selling cat figurines.
Interact with it and complete the mini-game. Return to the bag and interact with it.

When investigating the bag, open the top flap and go through the contents.
After three packages, there’s a false bottom – click on it to remove it, and then pick up the object under it.
With this, you’ve got all the suspect clues and city leads.

Your destination will be a randomized city, so use the clues to figure out which one it is. Remember that you can check the candidate cities’ continent and airport code in the second tab on the city selection screen.
In our case, it was Reykjavik, as the clues suggested the same continent as Poland (Europe), and the North Atlantic.
It’s now time to issue a warrant, so enter the CrimeNet Database and search for suspects.
Here, the food and eye color clues seem to be fixed: Seafood and Blue Eyes. Use the other two clues to figure out their hobby and hair color.

Once you’ve got the suspect in mind, issue a warrant for them and check out the three areas to find the suspect.
